Ontario Immigrant Nominee Program (OINP)
The Ontario Immigrant Nominee Program (OINP) is like other nomination programs which nominate skilled workers who want to contribute to the local labor economy and live permanently in Ontario.
The OINP is operated by Ontario government in partnership with IRCC. The Ontario government does the assessment and nomination of a candidate application but the final decision is taken by the IRCC so when a candidate is issued ITA it has to make an application to the IRCC for permanent residence.
The OINP has three categories: Business, Employer Job Offer and Human Capital. Each category consist of various streams under which applicant can give an application.

Business Category:
CORPORATE STREAM
The Ontario Immigrant Nominee Program’s (OINP) Corporate Stream helps the established international corporations looking to for expansion into Ontario or buy an existing business in the province.
For establishing your business into the province you need to meet certain key points to set up yourself and your business successfully:
- meet the obligations of the Performance Agreement,
- a maximum of five (5) key staff that are essential to the establishment,
- Continued operation and the success of the business can become eligible for nomination for permanent residence by the OINP.
After you receive nomination from Ontario, you must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. Regular IRCC application fees will apply.

Eligibility Criteria
The Corporation and all key staff applicants must meet the eligibility criteria. All parties will be assessed and brought to a decision together. You will be required to give supporting documentation to prove that all requirements are met.
These criteria are outlined below:
- Be actively involved, on an ongoing basis, in the management of the business (applicable to key staff),
- Control, or will control, at least 33.3 per cent of the equity in the business, or make a minimum
$1 million investment in the business (applicable to Corporation),
- Not have the option of redeeming the investment after a specified period (applicable to Corporation), and
- Invest the capital in the business not for the primary purpose of deriving interest, dividends
or capital gains (applicable to Corporation),
ENTREPRENEUR STREAM
The Ontario Immigrant Nominee Program’s (OINP) Entrepreneur Stream is designed for people who are living outside of Canada and are ready to run a new business idea or buy an existing business in Ontario. The Entrepreneur Stream offers a nomination to prospective candidates for PR once their business has been successfully established in Ontario.
After you receive a nomination from Ontario, one has to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. Regular IRCC application fees will apply.

Eligibility Criteria
Minimum Requirements
You and one business partner (if applicable) must both meet the minimum eligibility requirements to take part in the Entrepreneur Stream. You may claim extra points in the EOI for these factors, if you have a greater amount of experience, net worth, investment, etc. If you are invited to apply, you must give documentation to prove that you meet the minimum requirements and the extra points you claim in your EOI.
The minimum eligibility requirements for you and your business partner (if applicable) are as follows:
Experience:
- At least 36 months of full-time business experience in the last 60 months.
- Your experience must be as a business owner OR as a senior manager (business management).
- If you have experience as a business owner and as a senior manager, you must choose only ONE to use for your EOI and for your application (if you are invited to apply). You may choose either experience (i.e. whichever is the most recent or has more relevance to your proposed business).
Net Worth:
- If your proposed business will be located within the GTA, you must have a minimum net worth of $1,500,000.
- If your proposed business will be located outside the GTA, you must have a minimum net worth of $800,000.
- If your proposed business will be in the Information and Communications Technology (ICT)/Digital Communications sector (regardless of your proposed business location), you must have a minimum net worth of $800,000.
Personal Investment Funds:
- Personal investments must be made towards expenditures that are essential to the establishment and operation of the business, excluding cash, cash equivalents, working capital, or wages paid to you or a family
- If your proposed business will be located within the GTA, you must make a minimum personal investment of $1,000,000.
- If your proposed business will be located outside of the GTA, you must make a minimum personal investment of $500,000.
- If your proposed business will be in the ICT/Digital Communications sector (regardless of where you set up the business), you must make a minimum personal investment of $500,000.
· Active Involvement:
- You must be actively involved, on an ongoing basis, in the management of the proposed
· Minimum Equity:
- You must control at least one-third of the equity in the proposed business.
· Capital Investment Purpose:
- You must not invest the capital in the proposed business for the primary purpose of deriving interest, dividends or capital
· Job Creation:
- You must commit to create at least two permanent full-time jobs for Canadian citizens/
permanent residents.
· Business-Related Visit:
- You must make at least one business-related visit to Ontario in the last 12 months from the date of registering an Expression of Interest if you buy or are planning to buy an existing
You must meet the minimum requirements for these factors to be eligible to apply for the Entrepreneur Stream. If you are applying with a business partner who is also seeking nomination, your partner must also meet all the minimum requirements.
Employer Job Offer: Foreign Worker Stream
The Ontario Immigrant Nominee Program (OINP) Employer Job Offer: Foreign Worker Stream provides opportunity for foreign workers with a job offer the opportunity to permanently live and work in Ontario.
Applicants can only apply if they have received a full-time job offer for duration from a Ontario employer, meet all eligibility criteria and have an Employer Form completed by the prospective employer.
Once you receive a nomination from Ontario, you must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. Regular IRCC application fees will apply.
ELIGIBILITY CRITERIA
To be eligible to apply as a foreign worker, it is compulsory to meet the eligibility requirements for the Employer Job Offer: Foreign Worker Stream. It is also very critical that the employer and the position meet their respective criteria. Your application may be refused if you or your employer does not meet program criteria.
Job Offer & Position Criteria
You must have a job offer signed by yourself and a Ontario employer for a position that meets the following five requirements:
1. Full-time and of an indeterminate duration

3. Median wage level
4. Necessary to employer’s business
5. Employment activities

Employer Job Offer: International Student Stream
The Ontario Immigrant Nominee Program (OINP) Employer Job Offer: International Student Stream provides international students with a job offer the opportunity to permanently live and work in Ontario.
The Employer Job Offer: International Student Stream enables OINP to nominate people who have the required educational credentials to help them successfully set up and integrate into Ontario’s labor market and communities.
Applicants can only apply provided they have received a full-time job offer of an indeterminate duration from a Ontario employer, meet all eligibility criteria and have an Employer Form completed by the prospective employer.
ELIGIBILITY CRITERIA
To be eligible to apply as an international student, it is compulsory to meet the eligibility requirements for the Employer Job Offer: International Student Stream. It is also very critical to make sure that the employer and job offer/position meet the criteria. Your application may be refused if you or your employer does not meet program criteria.
Job Offer & Position Criteria
You must have a job offer signed by yourself and a Ontario employer for a position that meets the following five requirements:

Employer Criteria
The employer is in the business that is supporting the application. The employer is determined by the Business Number that is associated with the business.

HUMAN CAPITAL CATEGORY

The Masters Graduate Stream is for international students with Master’s degrees acquired in Ontario providing a way to live and work permanently in Ontario. For nomination by OINP an individual have need skills like education, language ability, and other necessary credential requirements to help them successfully set up themselves into Ontario’s labour market economy and communities. Applicants do not need a job offer to apply.
Once you receive a nomination from Ontario, you must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

Applicants do not need a job offer to apply. Once you receive a nomination from Ontario, you must apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

Ontario’s Express Entry French-Speaking Skilled Worker Stream
The French-Speaking Skilled Worker Stream is designed for French-speaking skilled workers who have strong English language abilities and who want to live and work permanently in Ontario. For nomination by the Ontario Immigrant Nominee Program (OINP) in this stream these people need skills like education, skilled work experience, language ability, and other requirements to help them successfully set up themselves into Ontario’s labour market economy and communities. Applicants to this stream must have qualified for Immigration, Refugees, and Citizenship Canada’s (IRCC’s) Express Entry pool. This stream is also intended to support immigration by French-speaking candidates who also have enough English language ability to succeed in Ontario’s labour market. This supports Ontario’s commitment to increase Francophone immigration to 5% of overall immigration to the province.

Ontario’s Express Entry Human Capital Priorities Stream
The Human Capital Priorities Stream is designed for skilled workers who want to live and work permanently in Ontario. For nomination by the Ontario Immigrant Nominee Program (OINP) to these individuals need to have the required skills like education, work experience, language ability, and other requirements to help them successfully set up themselves into Ontario’s labour market and communities. Applicants to this stream must have qualified for Immigration, Refugees, and Citizenship Canada’s (IRCC’s) Express Entry pool.

- Comprehensive Ranking System (CRS) Score- Minimum 400 Score is Required
Federal Skilled Worker Program (FSWP) Criteria
If you choose to be assessed against FSWP criteria, you will need to score at least 67 points on the six selection factors. The 67 point minimum score is required for FSWP.
Ontario’s Express Entry Skilled Trades Stream
The Skilled Trades Stream is designed for skilled workers with work experience in an eligible skilled trade who want to live and work permanently in Ontario. For nomination by the Ontario Immigrant Nominee Program (OINP) for this particular stream people must have the required skilled work experience, skilled trades’ certification (if required), language ability, and other requirements for the particular job they or trade they are looking at to help them successfully set up themselves into Ontario’s labour market and communities. Applicants to this stream must have qualified for Immigration, Refugees, and Citizenship Canada’s (IRCC’s) Express Entry pool.
